The Governor's Economic Recovery Advisory Board recommended transforming existing, underutilized facilities such as hotels, schools and churches to housing as an efficient way to address the shortage of housing opportunities for Iowans. This strong policy recommendation paired with the millions of dollars in HOME American Rescue Plan funds that will soon be available to create opportunities for Iowans who are homeless or at risk of homelessness creates a timely opportunity to explore such conversion strategies.
While many states and localities have leased space in hotels/motels to provide shelter for people experiencing homelessness during the pandemic, several states are finding opportunities to acquire and convert some of these spaces into permanent housing, using federal, state and local resources.
